Kagarlitsky in one or two passages accepts the centrality of the working masses in radical change: however, his position as an intellectual leads him to ignore the fact that while both intellectuals and the working class can gain from glasnost, the negative effects of perestroika - an attempt to resolve the crisis of burcaucratic planning it the expenst of the workers and not the privileged bureaucracy and their hangers-on - will be primarily feit by the working class.
