The state plays a key role in maintaining ra cism, and the emergence of Europe as a new "superpower" will mean a co ordinated effort by tre European powers to enforce racist legislation.

Part of Britain's contribution to new draconian legislation has been the establishment of Campsfield Detention Centre in Kidlington, Oxfrordshire.

Penalised Despite the 1951 Convention on Refugees spe cifically stating that asylum seekers should paign not be penalised for travthe following day. He AS had been released after taking part in the hunger strike earlier this year, and was re-arrested after speaking to the press. The week before his deportation detainees had recieved assurances from officials that no one would be removed or deported without reasonable notification, following a detainee being removed handcuffed and gagged.
