In April, the House of Lords upheld a case brought by Eric Mallinson, a blind man from Manchester, in which he argued for an allowance to pay for a guide dog when he visited unfamiliar places.

However civil servants have since stepped in not only to obstruct subsequent similar claims, but even to deny Mr Mallinson the extra money he is due.
